DHA Broadcasting-WLOW-Dorothy Aranda-ResolutionsDHA BROADC ASTING JI /J2 �� )/ A 9 40, C077A) I � � A RESOLUTION BY THE TOWN COUNCIL FOR THE TOWN OF HILTON HEAD ISLAND TO AUTHORIZE THE SUBMITTAL OF AN APPLICATION TO REQUEST CDBG FUNDS THROUGH SOUTH CAROLINA JOBS -ECONOMIC DEVELOPMENT AUTRORITY WHEREAS, DNA Brodcasting is a locally owned, locally developed small service concern that p►oposes to bring an FM broadcasting radio station of 3000 watts to the Hilton Head area (WLOW); and, WHEREAS, said company located at 142A Viola Road, Hilton Head Island anticipates broadcasting to the Hilton Head, Beaufort and Savannah markets; and WHEREAS, said company will be broadcasting local, state and national news, sports, weather, community affairs as well as a variety of music and other programs; and WHEREAS, said company's principle reportedly brings a special talent for developing these broadcasting programs as a result of her extensive track record in community activities and organizations such as the Hilton Head Island Community Association, Savaimah Regional Minority Purchaaing Council and Zonta. In addition, DNA Broadcasting is advantaged by the cooperative advertising experience of its principle. NOW, THEREFORE, BE IT RESOLVED, that the Town Council of the Town of Hilton Head Island supports the efforts of ILIA Broadcasting to construct a new FM radio station WLOW which expects to employ six (6) moderate income persons. BE IT FURTHER RESOLVED, that the Town of. Hilton Head Island supports the efforts of DNA Broadcasting to obtain $100,000 in loan funds from the South Carolina Jobs -Economic Development Authority to carry out its efforts after so tooling up for the task. BE IT ADDITIONALLY RESOLVED, that the Town of Hilton dead Island will request Community Development Block Grant funds through the South Carolina Jobs -Economic Development Authority above to cover the defined financing need for the indicated purpose, Adopted, this lsr day of June, 1987. POST OFFICE BOX 1768 HILTON BEAD ISLAND, SC 29925-1768 i Dorothy H. Arenda is the 1001 stockholder in the broadcast Property which has the call letters WLOW. The channel designation is 296A which is FM107.1. The authorized maximum power and intended operating power is 3000 watts. Pending the approval of the application to upgrade to a class C2 before the FCC, WLOW will have a signal of 50,000 watts. WLOW plans to have offices and a broadcast facility on Hilton Head Island. A site has not been chosen as yet. The following Positions have been planned for: General Manager Station Manager t Sales Manager ' Sales Staff (4) Traffic Director, Program Director Receptionist/Secretary The present involvment of Dohara Associates, Inc. in the market as an advertising agency will bring n familiarity and visibility in the market that will help WLOW to become established more quickly in the business of broadcasting. Dohara Associates, Inc. is an advertising agency and Cooperative advertising consulting firm doing business in the Hilton Head/Savannah area. Dorothy H. Aranda, president, is a minority female who owns 1001 of the stock of the firm. She has resided on Hilton Read Island for sixteen years. Dohara Associates has been in business as an advertising agency since July 1984. Between 1981 and 1984 Mrs. Aranda worked at radio station WHHR as a sales coordinator/cooperative advertising coordinator. During that time she developed the Cooperative Advertising Department and became the Director of Cooperative Advertising. Mrs. Aranda became well-known throughout the country for expertise in cooperative advertising. She has been quoted in Advertising Age' Coop News, Sales and MarketingManagement. She -represented the small market as a panel st at a Sales Managing Conference conducted by the Radio Advertising Bureau. From July 1984 to the present, Dorothy Aranda through Dohara Associates, has acted as a consultant to Z-102/WSGA, WSOK in Savannah, WHHR, Hilton Head, KNZS, Santa Cruz, California. She has gained experience in radio traffic, copy writing, voicing commercials and sales. Mrs. Aranda brings a unique combination of talent and awareness having worked in the business of radio and lived and observed the market her business plans to reach. The combination of experience and many years of civic involvement in the Hilton Head Island community gives Mrs. Aranda a heighted awareness of some of the special programming needs of the market. ISLAND EVENTS: Here on the Is. land, you have been much Involved with numerous activities Involving the arts. I think in particular about the ap. pearance here last spring of the Alvin Ailey Dancers. Can we count on more programs like that one? ARANDA: That program and others like it have been sponsored by the Hil- ton Head Island Institute for the Arts. We had a fantastic response to the Alvin Ailey group — so good in fact, that we expect them back again this next season. We have also scheduled [ants Ballet in October of this year. ISLAND EVENTS: Do you see such things as a means of turning the corner, culturally speaking? ABANDA: Perhaps. One thing I think we have got to get away from is the Idea that the performing arts should be dinner concerts with the white tie and tells feeling. When we do this, we are losing completely the people who are in need of having their eyes opened. When you limit your audi- ence to those who have had the expo- sure all their lives, they are Just com- paring this actor or that dancer or the other singer to people they have seen perform the same role on in- numerable occasions. This is not bad. but it Is almost like giving a lecture on bird studies to the Audubon Society. Nobody its needs to be sold. Marry people have an aversion to the arts use they connect them with class or privilege to the nt that they are blinded to the auty that Is displayed. And many people who attend the opera, the theater, the ballet, the symphony, do so not because of a basic love for art — but simply to see and be seen. How do you Interest some people in the cultural sAe of life? You can't order them to partake and enjoy. What we must do, I think, Is bring it Into the school process. ISLAND EVENTS: I can understand your love for the arts — but how did you become involved in the ongoing struggle surrounding them on the Island? ARANDA. I think I compensated for being a New Ycrker. I guess this was my reason for getting involved. I haven't allowed myself !o become mentally isolated here — that's why the quiet nights don't bother me. ISLAND EVENTS: Do you have other concerns besides the arts? ARANDA: Certainly. My family, of course, is my greatest concern. But I do have others. I feel that we need more concern about preparing. We need to form more parenting groups. There is not enough sharing — not enough asking of that Important ques- tion, "How do you make the system work?". People need to know their rights as parents — particularly as they come Into contact with educa- tions and the schools. They need to know the answers. What is the chain of command? A lot of parents just don't know. They are not accustomed to challenging authority, so as a re - suit, the children and the parents fall to achieve those rights. ISLAND EVENTS: What about our local community theater? Isn't it a form of culture that can Involve evey one? I ARANDA: Perhaps. There have been efforts to Involve some people from i the black community in the theater — but the shows that have been per- formed there during the past year have not been the kind to attract or 1 excite people in the black community. This Is not to detract from the group. They have a basic financial problem that they are trying earnestly to solve s light comedies are the answeh-p rbut they are not the pagesixty-eight munity in the ariform of theater. ISLAND EVENTS: You say that the schools are the answer — along With the necessary transportation. Has much been done toward involv- ing the schools in the arts? ARANDA: Yes — but we have only scratched the surface. The Institute for the Arts and the Island School Council have worked to bring In visit- ing artists for brief stays in the schools — but we are not taking ad vantage of the really large talent pool that is available here. Take the graphic arts alone. Hilton Head must have a larger concentra. tion of talented painters and photo• graphers than any other community of Its .size anywhere on the east together With our children and let thnm learn from each other.•I think that many of our celebrated talents would participate in such a program — If we would only ask them. Per- haps there needs to be a central com- mittee charged with this aspect of It. Why can't we have a "quiet corner" where there can be an exchange of Ideas and concerns in this area? ISLAND EVENTS: Your questions are good ones. Let's hope they get answered. I hive one for you, now. The final ore. Whet is Hilton Head? ARANDA: It is a composite of many different communities. What it means to me is that I would like to see greater utilization by the local community of what it has be. come. It can be used as a stepping stone. Community concepts need to open out some. Where It tends to be diffi- cult for the adults — It is easier for the young — and those of us who work with the young are almost obli- gated to open those doors.
